In May 2002, the Ohio Educational Library Media Association in collaboration with Leadership for School Libraries received a Library Services and Technology Act (LSTA) grant from the federal Institute of Museum and Library Services (IMLS) through the State Library of Ohio. This grant was to produce a video kit to focus on identifying effective Ohio school library media programs that are impacting student learning. Fourteen Ohio school libraries are included in this video as a sampling of effective library media programs.

Of particular interest is the recent evidence, "that the positive effects of library media programs increase when the librarian's traditional role is expanded to include involvement well beyond the library. One great barrier to full library utilization is a lack of faculty awareness of what the library and librarian have to offer. Exposure to and experience working with effective school librarians is a first step in correcting that deficiency." (Lance & Loertscher, 2001).

This kit is designed to be utilized by school districts to identify the characteristics of an effective school library media program. Additionally, the library video kit can be used to inform boards of education, administrators, teachers, students, parents, and community partners of the impact a licensed librarian and an effective school library media program has on student achievement and developing students that become life-long-learners. To that end, this kit was undertaken and the end result is a useful tool to promote effective school library media programs in all of Ohio's schools.
